The hard part is setting up the equations. I used,

A = 2R + 2S and B = 5R + 3S, meaning that to produce 

R tons of regular and S tons of special requires A hours

at plant A and B hours at plant B. We are given that A=8 and

B=15. So you only has to sovle the 2 equations for R and S.

I got R = 1.5 tons and S = 2.5 tons.
